Civic issues
Topics getting the most attention in Halifax County public meetings, ranked by how frequently they come up.
County Employee Retention and Turnover
Six detention officer vacancies have Commissioner Barrett and others worried about safety and liability. The board agreed to add a 5% detention raise and to consider eliminating some unfilled positions to offset the cost.
Transparency and community engagement
Commissioners added a $4,500 public input session in Enfield to the comprehensive development plan process, noting transportation gaps and low turnout elsewhere, and urging churches and town leaders to help spread the word.
Community Grants Program funding
A record 35 groups asked for $636,276; the board funded 16 with the $50,000 pot. Commissioners suggested clarifying the cap and possibly raising future funding.
CADA office lease at Newtown Center
The county wants to move CADA into bigger space at the Newtown Center at $1,617 a month — quadruple their current $400 rent. Commissioners worried the nonprofit can't afford it and sent staff to work out a plan before September.
FY 2026-2027 proposed budget
The proposed $63.6 million budget holds the tax rate at 70 cents while funding raises, bonuses and new positions. Commissioners debated how much to spend on recurring raises versus one-time bonuses and whether to trim capital spending to build the reserve.
Record tax collection year
The tax office billed $35 million and collected 98.65% on the county levy — a fourth straight record — but flagged big challenges: deceased taxpayers, persistent bankruptcy filers, and tougher payment agreement rules starting this fiscal year.
Annual Board Retreat Format
The board is considering moving its annual retreat from December to January, possibly at the NCACC offices in Raleigh, with a possible joint session with neighboring counties.
Opposition to Senate Bill 214, Part V, Section 5
A bill pushed by Franklin County would take away Halifax County's statutory rights — and possibly Warren and Vance counties' too. The board passed a resolution of opposition, and the bill could be acted on in the General Assembly as soon as Tuesday.
Sales Tax Distribution Method
The county kept the ad valorem method of sharing sales tax — the formula that lets fire districts and school districts receive sales tax revenue. Switching to per-capita would have cut them out.
Taxing District Rates
Good news for taxpayers: every fire and school district kept its rate flat for next year. Valuation growth still means more revenue in some districts, including a 33% jump in Scotland Neck partly from a solar project.
State legislation limiting property tax authority
Commissioners opposed a General Assembly proposal that could limit counties' ability to levy property taxes — their main funding source for schools, public safety and services.
