Civic issues
Topics getting the most attention in Halifax County public meetings, ranked by how frequently they come up.
Data Center Moratorium Hearing Rescheduled
Several commissioners and the attorney agreed the county lacks land-use rules for data centers and a moratorium is being considered in October — though too late for this project.
Health Department $6 Million Funding Gap
The health department operated for years thinking it was losing money, only for roughly $6 million in accumulated earned revenue to surface. Commissioners clashed over whether to fold the money back into normal budgeting or let the department propose how to spend it to improve the county's near-last health rankings.
Detention center financing choice
The board put another $3 million into the new detention center for pre-construction work — stormwater design, commissioning, materials testing and land subdivision — to be repaid from bond proceeds expected in October.
FY 2026-2027 proposed budget
The proposed $63.6 million budget holds the tax rate at 70 cents while funding raises, bonuses and new positions. Commissioners debated how much to spend on recurring raises versus one-time bonuses and whether to trim capital spending to build the reserve.
HARC Recovery Court Interim Funding
The Halifax Accountability and Recovery Court loses its $500,000 state grant June 30 and needs $112,000 in opioid settlement money to keep ten active participants and fifteen waitlisted people in treatment. Without it, participants mid-recovery could be dropped.
Opposition to Senate Bill 214, Part V, Section 5
A bill pushed by Franklin County would take away Halifax County's statutory rights — and possibly Warren and Vance counties' too. The board passed a resolution of opposition, and the bill could be acted on in the General Assembly as soon as Tuesday.
Proposed mining and quarrying ordinance
After months of hearings over a proposed Halifax Aggregates quarry near the airport, commissioners unanimously rejected the county-wide mining ordinance. Quarry proposals would instead go through rezoning, airport overlay review and a Board of Adjustment special use permit. The debate pitted jobs and tax revenue against airport safety, waterways, cemeteries and tribal cultural resources.
Mining and quarrying regulations near airport
The board is drafting rules for quarry operations, sparked by a proposed Halifax Aggregates site near the regional airport and Corporate Park. Opponents want big setbacks to protect the airport, Quankey Creek, cemeteries and tribal sites; supporters say the quarry means jobs and no bird-attracting water. Decision comes April 6.
